Dependency Bug with Date Fields
There is a known issue with dependency fields when trying to create a rule that checks the value of a date field. The bug only exists when the date field is the special field > datefield that is comprised of 3 drop downs (month,day,year). The workaround is to use the pop up calendar date field instead.
